Yep. There's 2 relays for fan control in the power distribution center under the hood. One for hi speed--one for low speed. You can temporarily swap out the wiper relay with each one to check them.
Also, check the fuse in cavity #20 (10 amp) in the fuse panel on the drivers side of the dash. There's also a 40 amp fuse (Cavity D) in the power distribution center to check for.
If both fuses and both relays are good, then there is a short or open in the wiring, or perhaps a loose ground. Ground for the fan controls is said to "terminate at the left front frame rail."
