Actually, that is only the RKE module, nothing particularly to do with the VTSS, which is a function of the BCM. The only thing that the RKE tells the BCM is that the correct remote is used to unlock the doors, so as the deactivate the alarm system
The VTSS can be disengaged or enabled by using the DRBIII scan tool.
The major issue that occurs is when a "donor" BCM that is VTSS enabled is put in a car that does not have the sentry key and lock sensors. It can trigger the PCM into a non-start mode, as if the car is being stolen, until the correct key is either put in the ignition, or the system is disengaged.
