No need to cut anything. When you have all 4 rack to frame mount bolts out and the power steering lines disconnected, go inside the car (passenger cabin) underneath the dash and disconnect the intermediate shaft from the steering column. Back under the hood, this will allow you to move the whole rack and intermediate shaft forward (towards the engine) exposing the shaft to rack coupling where you'll need to get to the roll pin. (there's a special tool for removing this roll pin.... I used a properly sized punch and hammer)
Also... while the steering wheel is disconnected from the intermediate shaft, make sure not to let the wheel turn too much in either direction. This will damage the clock spring.
