Got the new timing belt, water pump and tensioner all in. Took 6 times putting the belt on. After rotating the engine two full revs by hand, the timing mark on the right cam is dead center, and the left one is right on the line to the left side. Is this considered good enough? Or do both cams have to be dead center between their marks?

You're limited in how close you can get it by the pitch on the sprockets. If you can get it closer by moving one cog, then do it. If not, then you can only get it as close as it is. That would be within the allowable tolerance. But one tooth off is not good enough.
