The headlight switch, when it is in the on position you pull it out and the fogs come on

ok, so i attempted this today, and when i pull the switch out, i feel resistance, and the lgihts do not go on. Am i not pulling it out enough? Is there a "shelf" that the switch rests on when it's pulled out?

The actual little knob pulls out when your headlights are on. It will only work with your low beams. It maybe possible that someone replaced the switch. Does the switch have a little light spot on it?

the switch does not have a little spot on it, but it is an intrepid ES with only 1 previous owner. Why would someone replace the switch?
