97 break help!

Ok, how the hell do you tighten up the E break cable? I pulled my center console to find that the equalizer and no way to tighten it up there, so it's either jacking up the car and tighten up the cable at the breaks, or figuring out how to do it from under the dash?

Garage
Should be a turnbuckle or adjustment bolt somewhere in the cable, under the car near the center.

Why does it need to be adjusted? You hardly (if ever) need to adjust it, unless you've been playing with it lol.

On rear disc cars. Under the rotor is a mini drum set up. There is a spec you adjust those to.
