Wipers not working properly and turn signal issues

Turn signals blink a couple of times then stop and go off, wipers don't turn on with out going up all the way and then back down. Replaced multi function switch wipers now work but turn signal better some times but stops have to switch it on more than once and then it might blink longer say 30 seconds or less. Is there a relay under dash, fuses ok. Chrysler Concorde 2003. Thanks would appreciate any advice. Also have to turn engine on for hazards or turn signals to work, just putting key on without starting does not work.

The hazards should work with ign. on or off. Turn signals work only with key in RUN position.

First - check Fuses O (in PDC in engine compartment) and 9 (in junction block - behind driver’s side dash end cover). Best not to go by visual inspection of fuses - they can fool you - check continuity with meter.

If fuses OK, you may need a new flasher - under dash - remove driver’s side knee bolster. It’s on a panel with some connectors. It’s black - towards bottom left of that panel IIRC. Flasher can be difficult to remove. Most people abandon it in place and pull the connector off and plug in the new flasher and zip tie it to some nearby wires. But if you remove the screw that attaches that connector panel to the underdash structure, you can stick a screwdriver into the latch slot that secures the flasher to that panel to unlatch the flasher and remove it.

Most aftermarket flashers, even though listed for our cars in the applications lists, do not work properly on our cars - some even blow one of the fuses every time you use the hazards. Best to get the OEM flasher from the dealer or from a junk yard.

It’s possible there is a loose connector or bad wire, but my bet is on a blown fuse or flaky flasher.

Any ‘02 thru ‘04 LH factory manual is good for ‘02 thru ‘04 LH car - no significant changes during that range of years.

Wiring diagrams are in section 8W. Includes diagrams showing PDC and Junction Block fuse numbering (secs. 8W-10 and 12).

I believe the black (square and box like) flasher is together with a blue connector, orange connector and green connector and there is one screw that attaches them to the body above and to the left of the brake pedal.

Hope that helps you locate it...
