Exclamation Stall and No start issue

Hey guys, this is driving me nuts...

1999 Jeep Grand Cherokee Laredo
4.0L V6, Auto, 110k miles

When not accelerating, the RPMs will drop and the engine will stall.

The car will not start back up after stalling unless it is jumped.

Things I have tried:

Air filter replaced
Throttle Body Cleaned
IAC Cleaned
Battery Replaced
Battery Terminals Replaced
Starter tested (Working)
Alternator tested (Working)
Battery tested (Working)

I'm having a hard time figuring this one out, what with it starting only when it's jumped...but the battery and alternator are fine.

Any and all ideas welcome!

so,, is it cranking over at all??
or cranks, and dont start?
if its cranks and no start,, im thinking crank sensor,,, the jump may make it spin over just enough more to kick it off
