Question another steering problem?

The rack is said to be loose but the car doesnt have any of the symptoms. The steering is as tight as its ever been and no shimmy. I hear a poping sound if I hit a bump or drive on uneven ground(my driveway). Inner tie rods were replaced last year and the outers were replaced last month along with the sway bar links. Is the rack bad or could it be something else? The alingment shop said they couldnt do the alignment cause the rack was moving. What else do I need to fix?

Can I replace the bushings myself or is this not a DIY project? The shops here charge an outragoius amount for even the smallest things. When possible I try not to use them.
