HELP Removing Headlight Switch

i have a 99 corde and i cant get the headlight switch out, its attatched to the housing over the speedo and the steering wheel is blocking me from getting it out? HELP?!

did you put your tilt wheel all the way down?

from the how-to on switch changing

Undo the top half of the steering column trim
piece (where Hazard flasher switch is), you kind of push and tug at the same time, tilt the steering wheel down and then pull on the trim that has the vents on it, but pull gently and evenly, pull the arch above the gauges also, careful the headlight switch is connected to this and don't pull the wires out tilt up and out of your way, now disconnect the wire harness.

YES i tilted the wheel all the way down but its still getting blocked
