A blow off valve is welded to the post turbo intake ducting. If the turbo is spooling, and you let off the throttle, it blows out the boost, if that makes senses. It basicly helps prevent turbo damage, by removing excessive pressure on the post turbo intake.

An exhaust port, is a port for exhaust...

A blow off valve also allows your turbo to continue spooling between gears, thus making turbo lag not exist after the first shift. Theoretically at least. It also depends on the driver.
