Bondo question

Okay, seeing how my mold for the rear licence plate fillers like the 300M has didn't get as far as I wanted it to get, if I was to use Bondo, would I be able to fill in the areas that I want, shape it, sand it down, paint it, drill into it etc...it is either that or it ain't gonna happen for me and I will have to go a different route. Suggestions please.

I had a few ideas for those spaces by the license plates I've been kicking around in my head. I was thinking of maybe using some plexiglas panels to fill them or maybe mounting some rear red foglamps there.....
