First Performance Mod?

I own a 1995 Intrepid 3.5l, and I'm wondering what would be a good first performance mod (preferably one that's budget-friendly). Keep in mind I live in California, so there may be some limitations there.

Depending on how many miles you have and whether or not it has been done before, a simple induction service (seafoam) will result in a noticeable bump in power.

I have run Seafoam through it, and it does run a bit better now, but that was a couple months ago.

What's the best way to use Seafoam?
Do you spray it into your intake while engine running? Or just dump it into your gas tank?
How about adding it to your oil?

Remove the air silencer cone out of the black intake hose. Or just replace the whole shabang. Replacing the suitcase muffler will give you some placebo effect as well I bet.

I use the spray, which you spray in through the throttle body with the engine running. The best way to do it in my experience is to have someone in the car holding the engine at around 2000 rpm while you spray in the Seafoam.
