Why is there a bottleneck in the plastic tube from airfilter?

Why is there a bottleneck in the plastic tube between airfilterbox and the plenum?



Will I gain horsepower, torque and mpg if I remove this bottleneck, somehow?

In think it was for noise. Yes it well help a little hp if removed.

Ok. So how do I remove it? I tried with a screwdriver but it wouldnt move. And I was afraid to break it.

Compress the tube (like an accordion), and you'll be able to wiggle the piece out - work it back and forth.
