Done it many times, I use a tape measure; measure from center to center of the front of the steer axle tires and center to center of the rear of the steer axle tires. Adjust toe in until measurement is equal. This is really only to get it set up to go to an alignment shop to be put on a laser machine.
Adjusters are relatively easy to get to and turn, if they are not seized.
I tried the string method like I said. Both sides showed toe out pretty bad. My adjuster sleeves were replaced a few years back by the last shop that did my alignment. some mooge part that has a big hex nut that adjusts the outer tie rod only.
Anyway I was able to straighten out the driver side and moved over the passenger side that was even worse. I was only able to adjust the big hex nut so far and then it stopped, no where close to being strait yet. Cranked on it the best I could. I pulled the tire and tried to turn the whole adjuster on the inner tie rod side. I bought some adjuster sleeve crows feet tool. Whatever its called and couldn't budge it at all. Its only a couple years old I wouldn't have expected it to be seized up.
Threw in the towel at that point. It goes in tomorrow.
That Hex Adjuster actually moves the tie rods closer or further apart depending on which direction you turn the hex adjuster.
It doesn't just "Adjust the outer tie rod only"! Inner threads on the adjuster move the outer tie rod and outer threads on the adjuster move the inner tie rod. Very possible when the hex adjuster was installed on the passenger side it wasn't installed in a "Neutral position" where the inner/outer tie rods were at equal distances within the adjuster. Make sense?
Here is a guide about bit.ly/2P2aO3u toe alignment it may help you, i used do and have done many times but now i have got a truck Ram 1500 which i use for car towing service.
