Is this 2.7 or 3.5 engine?

Download FSM from one of these locations:

Wiring diagrams are in section 8W.

Some things to check:

Battery good, charged?

Connections at battery - loose or corroded? May need to be disassembled and cleaned with baking soda and battery terminal cleaning wire brush. (Clean corrosion off by soaking in Coca-Cola if thick and very hard to remove)

Tight connections at pos. jump post (three cable terminals on one post), neg. jump post, power cable connection at starter (nuts tight on posts - invisible corrosion needs to be burnished off?)

Starter relay bad/terminals loose in socket (located in PDC)

Ignition switch signal to starter relay (bad ign. switch?)

If problem is intermittent, it could be bad starter solenoid contacts (solenoid is on starter, contacts can be replaced for fraction of cost of new starter - $13 https://www.amazon.com/Victory-Lap-N...ype=automotive - other brand kits don't include the plunger and cost more))

'98 LXi - Later Concorde gages (black w/ chrome rings)/'99 LX - LHS gages (white) - HIR bulbs

if the starter solenoid isn't engaging, then is the relay engaging under the hood? this will let you know which direction to go in.
if the relay is clicking, then you might try changing relays around to make sure it's good. if you're horn works, use the horn one, but change it around.
if still relay clicks and no starter, then probably something in the starter or wiring to starter.
if no relay, then there is a bunch. but start there.

of course as peva starts, make sure the battery is good and connections good.
