Ronbo, Isn't that one of the four bolts, right there in the picture wth the 10.9 inscribed on it, that has to come out?
You have already removed the brace plate.
There is no inspection plate on the bottom side of the bell housing.
The bell housing is solid all the way around.
There are four of those that bolt the flex plate to the torque converter.
Remove the one you have in the photo, rotate the crank, remove the next one, repeat until all four are out.
There are at least four tranny to block bolts across the back of the engine.
These four screw into the block through holes in the bell housing.
A breaker bar comes in real handy on these four.
There are two dead center under the throttle body and one on each side.
There are two or three holding the starter (three depending on the year).
There are two on each side that screw into the bell housing through the block.
Then the four flex plat to TC bolts.
