Steering column play

Since I recently changed my dash. I have had some play in my steering wheel, and last night I noticed that my wheel doesn't lock when I am in park either. I tightened a bolt on the column that had a cotter pin on the end of it. It was really loose. This helped but I still can't lock my wheel and still have play. Any suggestions, thanks again as always.

Your steering wheel won't lock until it is upside down or, 180 degrees off straight ahead.

Still odd tho I can't get it to lock, before the swap it did. Which doesn't make sense. I still have play in my steering wheel but I don't know why.
