Terminator is correct -
The mileage is stored in both the BCM and ECM.
The cluster readout is received from the BCM, and any changes to the BCM will be reflected on the cluster readout.
The mileage in the PCM/ECM is obtainable only with the DRBIII scan tool, and is primarily there for the dealer to access to double check on warranty claims to be sure that the BCM hasn't been changed.
As far as your mileage differential is concerned - weird, since the stock BCM will retain memory for ages. I have one in my car that sat for over 2 years, and it still showed the original 17,000 Kms when I installed it.
