Absolutely! You'll just have to acquire the proper roof harness and replace the existing one in order to have an EVIC or OTIS.

Well, my car only came with regular map lights. I replaced my stock roof harness with another that was wired for the EVIC. It plugs right into same spot your stock harness plugs into in left side of dash.

You would need a full roof harness from a 2nd Gen ('98-'04) Intrepid/300M/Concorde that has/has an EVIC, and um......... oh yeah! the EVIC unit. lol

You will also need a little patience while pulling out your non-evic stock harness slowly. You will need to undo the light fixtures over your rear doors to unplug harness and GENTLY pry down the edges of your roof liner along the sides & front to tug the harness out from rear to front (Harness is glued onto liner in various spots along the way so tug with discretion so as not to damage roof liner). Next, remove left A-pillar to follow rest of wire down to relay/fuse panel under left side dash end cap where you will unplug it.

Then start to reverse the process carefully with the new harness.
You will also need to search here in the "How-to" forums if you want more info on this process & carefully cutting your roof liner properly so that your EVIC unit will fit & snap into place like it's supposed to. Good luck and enjoy the results!

This I am not entirely sure of. I currently don't have any resistors installed because when I did, for some reason the bulb(s) intensity was decreased significantly.

So w/o resistors in right now, do the bulbs blink realy fast like they are about 2 go out or at normal pace?
