Hot Cold Start Problems

A relative has a Dodge Intrpid 2000. It always starts fine if it is cold. If it is hot and you just turned it off, it alsostarts ok. However, if you let it set 20 minutes and cool down a little, it will either barely start or won't start at all. It took it and tried it myself and what I mentioned above is the case. Everything electrical seems to be OK. My guess is that it is a fuel problem. The mechanic has looked at it and thought it was the fuel pump and replaced it. Stills does the same thing. Anyone have clue as to what is going on? Thanks for any help you can offer.
