Suggestions Please

As you know I'm rebuilding the 3.5 in my R/T. I am going to paint/powdercoat alot of stuff. The bolts however are giving me headache on how to try to clean then and paint them so I don't have rusty ass bolts on my nice new freshly coated/painted motor lol. I was thinking of hunting down one of those rock polishers to clean em up. Painting isn't an issue really either but once I slip a socket on them I'm concerned the paint will chip off and look like crap so any suggestions?

When im cleaning bolts i use a wire wheel in my drill then if they are to be seen then i use self etching primer and high temp engine enamel.

If they chip a little then just touch them up with a brush but they probably wont chip much once the paint is cured.

The ones on my radiator cross member are painted and have been removed many times without chipping.
