Thatís not for an electric cable, but for a mechanical cable. It is for the ignition switch-park interlock cable. The other end is in the gear shift mechanism. When connected up between the gear shift and ignition switch and properly adjusted, it is what prevents you from moving the gear shift out of park without the ignition switch being in the Run position, and also prevents you from turning the ignition switch off with the gear shift in (IIRC) anything other than Park.
I think that if that cable is removed, you can move the gear shift lever even if the key is not in the ignition switch, and you can turn the key out of the Off position to Run and Start even if the gear shift is not in the park position. It is a safety mechanism to prevent doing those things.
