I set my timing notch on both cams in between two dots my crankshaft notch on tdc installed new belt gave two revolutions by hand from crankshaft all three timing marks lined up as should but when I cranked motor didn't turn on just cranked but no start ,I forgot to mention has a brand new cam shaft position sensor .

If your belt is tensioned, your passenger-side cam needs to retard one tooth.

Never mind - your belt's not even on in your photos.

You installed the new sensor with the paper spacer still on, right?

If your old sensor was still working, you might try re-installing it to rule out a bad new sensor.
