My wipers are behaving strangely. Most of the time they work just fine. But every now and then they won't come on unless you turn them to the highest setting on the control knob. And then when you go to turn them off again, sometimes they keep going for a while after being turned off on the knob.

Is there a relay or something that controls the wiper motor that could be bad?

Mine just started that a week ago as well in my 1999. I just assumed it was acting up due to the cold. But I'd like to know.

Just as an update, I checked out the parts list at AllData DIY (I have an account there) and found out that there are 2 windshield wiper relays in the main relay box by the battery. I replaced the intermittent wiper relay with a new one from GP Sorenson, and that cleared the problem right up.

So if you are having wiper problems, try replacing the relays that control them. They are cheap and readily available at parts stores, and they are easy to replace.
