Car not starting

Hi everyone. I have a 1997 Dodge Intrepid 3.5. My car has been running great till the other morning when it wouldn't start. 9 hours later when I came home from work it started fine 3 times. Then the next morning when I tried it wouldn't start again and hasn't started since. I checked and it does have spark.
However I don't hear the fuel pump working at all. I checked the ASD and fuel pump relay and they seem fine. Then I checked the fuel pump electrical connector on the harness side in the trunk and I am not getting any voltage at all. I don't know if I'm checking it wrong. I know when you turn the key to the on position you only get a reading for like 2 seconds according to my Haynes manual. Do I ground my meter to something in my trunk and then put the other prong in the "fuel pump voltage supply" of the harness?
Any help would be greatly appreciated. I really don't want to spend the money on replacing a fuel pump if I don't have to.

jumper the relay. then it will have continuos power to test.
of course i'm assuming you've checked all fuses as well.
Ok. So I checked all the relays and fuses and the fuel pump wire harness. They all come back ok so I believe I need a new fuel pump. When I go to order one from advance auto I notice on the picture of the new pump it just has a hole where the fuel venting line is supposed to be.

Do I need to take off the fuel vent line from my old one?

Also I noticed it doesn't have the quick disconnect tabs on the fuel line ports. Do these come with the pump or do I reuse mine?

that would be my guess as well as to what must be done.
and yes, you'll have to re-use the plastic tabs.
