My 96 3.5 is sputtering and chugging, the RPMs go up and down and the car struggles to stay on, it also bucks and surges while driving, it sputters out black smoke and a little water out the exhaust

I would start with the plug wires if they haven't been replaced yet,
several opinions on the site on brands, just don't be cheap.
Spend a good $60-70 for a set. I bought napa's premium set.
Possible plugs or even the fuel filter, just some ideas to get you
started, good luck.

Before you spend any money, check your diagnostic codes.

This is similar to the problem I have with my Intreped. I checked my trouble codes and found that my oxygen sensors are shot so I'll be replacing them. Mopar4u is right, check your trouble codes before doing anything.
