That has to be pulled out, and re-shaped with a ball Pene'd hammer, re-worked until shape is consistant ect..., and spray it with some O.E.M. color'd paint, and Clear coat!

One thing about these cars fenders is that, they are so soft , and flexible, you can literally almost pull at the fenders corners up front, and almost the bend the fender, if you tried hard enough!, so its cake, and not so bad to work with!, Good Luck!!! (psssst pepboyz has some nice body shop supplies for cheap!, if need be! ;) ).

The other "cheap" option is to keep your eyes open for junk yard cars that has the exact same color (and strip I guess) fender that's in a good shape. Then for atmost 100 bucks, you will be able to have it good as new.

But since your ding is so small, what Luisa said is probably the better option. Check out sites like northernindustrial for the dent tools...

that is a lot of work, you dented the line for the wheel opening, thats a ton of work get right, save yourself the issue and get a replacement fender from the yard and have it painted to match your car.

Tim- thats not bad at all, it can be fixed fairly easy, I would definitely take it off to get access to the back side for access to damage and work from there. After all how can you learn if you don't try?
