The answer is no assuming that the box that the 20" rims came in is just big enough for the 20" rims.

The overall diameter of the tires+wheel mentioned is 25.86" according to this website.

i would just ship them how they come packaged, the tires can be shipped on a freight truck just how they are with no boxes or anything, the rims would be fine in just the boxes they come in, on a pallet shrink wrapped

YES you can ship wheels with tires mounted on them that way. I've received wheels/tires with just the cardboard discs taped to both sides. Saves finding/buying boxes to ship.

Something to consider is that cardboard is abrasive and might scuff up a highly polished rim... all the Polished Aluminum Truck rims we get come in a cloth bag inside the box... (I found out the hard way when I mounted a tire on one by laying it on the inside of a ripped open box... scratched the HELL out of the rim face.)
