What is the reason for the cleaning?
i've done for some sediment in the tank.
remove the pump. through the opening, put a good length of tube in and start a siphon going into a proper receptacle.(clean drain pan, gerry can)
move the end around in the tank where necessary to suck up and remove the crap on the bottom of the tank.
you can then re-siphon the fuel from the recieving container back into the tank or another container, avoiding the sediment, which should settle on the bottom.
or you can devise some design of filtering to send the fuel through to re-claim it for use.

this car is a restoration project the only reason for cleaning is because I have it out, to sand blast and paint the under carriage, so I figured while it is out I might as well clean it for piece of mind.

once I remove everything from the tank is there any thing that should be replaced as a result of removing it from the tank, IE seals etc
Do not use a shop vac unless you want a fire! You can get a cheep inline fuel pump and wire it to a battery!

if the seal is in bad shape, yes. if it's still in good shape and pliable, it should be good to re-use. just be sure it hasn't expanded from gas absorption. can make it tough to be properly set.
