What problems can you expierience if you have a melted or bad PCV hose or just the PCV itself?

If it is melted enough, it will collapse or have a vacuum leak, neither of which is a good thing. You want the PCV system to work properly, so fix it.

To be perfectly honest, nothing bad will happen to your engine but when it comes time to get it smogged, you'll fail the visual and have to get it fixed anyway.

A bad/ruptured PCV hose will not cause a vacuum leak, it just means you will not be venting the crankcase fumes into the intake manifold. Driviing it when fixed or completely disconnected will not be noticed by you or your engine...trust me.
